Change in reporting for the Office of Civil Rights Compliance and Title IX

Effective August 1, the Office for Civil Rights Compliance and Title IX has moved from reporting to the Office of University Engagement and Enrichment (OEE) to the Office of Human Resources.

The Office of Human Resources will now support Julia Green, Associate Vice President for Civil Rights Compliance and Title IX Coordinator, and her team as they continue to provide important resources, support, and education related to the administration of the , which prohibits harassment and discrimination based on protected characteristics identified in state and federal law, and Title IX, the federal law that prohibits sex discrimination, including our resources to prevent and address sexual misconduct.

The shift in reporting will build upon the strong foundation and values-driven approach built by OEE, and allows for greater coordination between formal processes and policies that are the foundation of the Civil Rights Compliance Team’s handling of PADH reports alleging prohibited conduct and the alternative dispute resolution processes that are currently facilitated by Human Resources.

The change also positions the work of OEE, under the continued leadership of Vice President Adrienne Morgan, to have greater focus on education and program development to continue to advance institutional efforts toward a culture of engagement and enrichment.

The °µÍřłÔąĎ’s Title IX Office has launched a long-awaited redesign of its Sexual Misconduct and Title IX website. This comprehensive update was coordinated by University Marketing and Communications and led by T Street, Associate Director for Sexual Misconduct Prevention Education and Response in the Title IX Office. “We are excited to now have a robust website that also serves as a 24/7, 365-day resource for U of R community members, providing ample information about reporting, rights and resources, and the types of support the Title IX Office can offer,” shared Street.

More specifically, the new site features clear and simple topic-driven navigation, including improved site search and enhanced, mobile-friendly site accessibility. It also houses resources on topics such as:

Finally, the website’s Training page explains in detail the Office’s many signature programs and streamlines the process for groups and departments to take advantage of one or more of these offerings.

People passing through Wilson Commons may have seen the laminated paper chain of little t-shirts strung along the walls of Hirst Lounge over the last two weeks. Those shirts represent the Title IX Office’s iteration of .

The Clothesline Project was started in 1990 when founder Carol Chichetto hung a clothesline with 31 shirts designed by survivors of domestic abuse, rape, and childhood sexual assault across the village green in Hyannis, Massachusetts.

UR “has participated in the Clothesline Project since the early 2000s,” organizer and Associate Director for Sexual Misconduct Prevention Education and Response, T Street, told the Campus Times. “Our University is just one of many that host this event annually in April, during Sexual Assault Awareness Month (SAAM).”

Starting in March, the Title IX Office tabled every two weeks in Wilson Commons, providing paper t-shirts and markers for anyone who wanted to add to the collection.

UR’s Title IX Office gave out paper shirts instead of real ones as they , which enabled them to keep the exhibit up for longer. They also encouraged all UR community members to make shirts — . There were several shirts espousing non-female victims.

Like the national project, the office does not censor any of the shirts regardless of content — all were displayed  to “uphold our community members’ lived experiences and create solidarity and momentum to end sexual and relationship violence and abuse,” Street said.

In order to make the project happen every year, the Title IX Office collaborates with a variety of different groups whose goals are centered around sexual violence awareness. This year they collaborated with RESTORE Sexual Assault Services — a confidential resource available on campus through Planned Parenthood they’ve worked with  — to make the project happen.

The office “welcomes partnerships with any group that has like-minded goals on any event to raise awareness about and end sexual and relationship violence,” Street said.

In spring 2023, the °µÍřłÔąĎ participated in the Campus Climate Survey on Sexual Assault and Misconduct, administered by Westat in a nearly identical form to prior climate surveys organized by the Ěý(´ˇ´ˇ±«).

Rochester students studying at all levels and across all schools were encouraged to participate in the survey, which assessed:

  1. The campus climate around sexual assault and sexual misconduct
  2. The frequency and nature of sexual assault and sexual misconduct
  3. The frequency and nature of sexual harassment, intimate partner violence, and stalking
  4. What students know and think about resources related to sexual assault and sexual misconduct

At the conclusion of the survey, Westat compiled and organized the data for our campus. The University’s survey report and appendices prepared by Westat are posted on the University’s Title IX website.

What do these results mean for °µÍřłÔąĎ students?

The results of the survey help the University understand the prevalence and nature of students’ experiences with sexual and relationship violence, harassment, and other sexual misconduct, as well as students’ knowledge and opinion of the Title IX resources available to them.

The survey results are used to inform University leadership and officials of the greatest areas of need to direct resources and prevention efforts.  Specifically, we will use the information in the survey report to assess the effectiveness of our training and other ongoing education programs to ensure that all community members feel well-informed about how to recognize, report, and prevent sexual harassment in University spaces and places.

Finally, the survey results will help us understand what communication strategies can be improved so that students, faculty, and staff know where to find and how to access the relevant policies, processes, and resources.

We are grateful to all undergraduate and graduate students who participated.
